The reigning World Champion is awarded number 1 while his teammate carries the number 2. The rest of the teams are given numbers based on their finishing order in the Constructors Championship the previous season. The FIA has published the 2003 F1 entry list. Former Indianapolis 500 winners Juan Pablo Montoya and Jacques Villeneuve remain with the BMW WilliamsF1 and Lucky Strike BAR Honda teams, respectively. Two F1 rookies are on the list, Antonio Pizzonia with Jaguar Racing Cosworth and 2002 CART champion Cristiano da Matta with Panasonic Toyota Racing. Missing from the entry list is the financially troubled Arrows team. According to the FIA: "An application to compete in the 2003 Championship was also received from Arrows Grand Prix International but was declined for reasons which have been communicated to the Arrows team." Drivers may be nominated and/or changed until March 6, 2003, which is the day before practice begins for the season-opening Grand Prix in Australia.
